Yep I've had experience with offshoring engineering to low cost centres where nobody in the entire staff has ever set foot on an operating oil / gas facility.
It pushes all the actual decision-making, risk management and design back onto the client, until a scope of work is written that spells out everything in such excruciating detail that the low cost centre just need to copy paste it.
The O&G industry has been on a warpath on cost since 2015, and quality has gone the way of Boeing. There will be plenty more Deepwater Horizons to come.
