Public school parents can't even make donations that contribute to teacher salaries.

Saw a factoid that military payroll is $7.2 billion per week (~$375 billion per year) so 130 mil could pay approx 0.5%, or 1 out of 200 staff on average, for 1 month.
So who are the lucky beneficiaries? The Presidents personal guard?
Anyone know what's happened, historically speaking, when the soldiers don't get their pay?
